Update the aptos framework for AIP 13 https://github.com/aptos-foundation/AIPs/blob/main/aips/aip-13.md, and AIP 14 https://github.com/aptos-foundation/AIPs/blob/main/aips/aip-14.md. This adds aptos_account::transfer_coins with implicit registration of CoinType and multiple batch transfer functions, also fixes a bug in the vesting contract for reward distribution.
